For survivability. Most decks on DS don't even get to tank up to 10 hits. Armor has 2s and able to tank 2 Zeal hits (with or without health hits depending if the build is a Berserker build) and is considered to be a really good deck. Compared to other health decks, Muscle get's health regen and around 460 health if I remember correctly.

yes. The only time it’s worse is when you forget how to kill enemies; if you actually use your gun it’s the best deck by a lot. It's way better than anarchist but stoic is better than leech. It's pretty much tied with Stoic as the most broken decks in the game (Altough Stoic is probably a little bit better). Kill as much as possible, in as close time frames as possible. HT is really good for the passive healing. Basically build it like kingpin or stoic. Actually, you rely more on health than armor. You have massive HP, like Muscle, but without the aggro draw as muscle or the aggro draw of Kingpin on activation.
Leech is a strong perk deck, capable of carrying any setup. I've even seen people with no skill points used at all and still doing well because of how good Leech is. That strength is what makes it a fun deck, allows for a lot of experimentation and for a multitude of playstyles. Take this build, toy with it, make it your own.
Leech and Stoic are god-tier due to their mechanics, but Leech requires a bit more brain to work. Followed by them you have Ex-Pres, Crew Chief and Sociopath, which are great in their own right.
